They know how to use the razor to cut/slash the tint just right to damage it while while the window is left untouched.
Funny that I have friends that mentioned some of their friends had their windows slashed for illegal tints. Some of them tried to talk their way out of or avoid the subject completely, to the point the police gets serious and ask them to roll the windows up because they know the driver is hiding the tint. One obvious one was - why are you driving with your windows down at night the officer asked?
In Canada, the police can pull a person over for probable cause and do setup the drink and driving counter attack random check points as well. Good for getting the DUI drivers off the streets. Unfortunately US does not have this.

It was repealed in 2003. But yes, at one point, there was a law in WA requiring it.
I have 35% tint on my car. I believe the legal limit is 30% (Sango said 27% which may be the correct number.) I was once pulled over for tint on my old Mazda truck that was 5% all the way around. He was just looking for a reason to pull me over as it was a Saturday night at about midnight in the U-District in Seattle. So now, I'd rather not give officers a reason to pull me over (well, other than speeding that is...)

As far as how dark you can go, it would be depedent on the car's factory tint is because this needs to be taken in account.
For instance, 30 all around would be about the lowest you can go on the IS. This is because the factory windows is already 70% to begin with, so put 30% of 70, you will end up at 21%. There is an acceptable variance of +/-5% so it would be like 16%-26%. In the calculation, you would want to use what the manufacturer specked for more accurate value.
In my case IS, 70% * Pinnacle 40 (spec lists 43%) = 30.1% +- 5% variance.

We currently have 15% installed on her car. The cop asked me to get it replaced/taken off, which I responded, "of course." Will I take it off? Probably not

^^thanks man! I might have to take you up on that soon. I want to get my front bumper holes filled and painted. And then sometime in the future, I need to get all of my little door dings/dents fixed and the whole car resprayed. Could I use you as a reference?

When I got mine tinted a few years ago they told me 30% was legal limit. Car I had before was 5% all around. Got stopped twice for it, but only ticketed once over the course of 5 years. And that was in a shady lookin bagged 79 monte carlo on wires and white walls. lol.
