It looks like you're not only missing a muffler but also the flange section that the muffler bolts onto.

I would suggest going onto eBay and pick yourself up a good example used LH/Driver's Side OEM SC300/400 muffler. They are the same for all 1992-2000 model years.

Then you'll need an exhaust shop to rebuild that section of the under-side Y-pipe with a new flange to allow the muffler to bolt on. The OEM Lexus muffler gaskets (very cheap per example) are round and the Y-pipe side has a little raised area for the gasket to fit onto. They also have studs welded on that the muffler bolts onto.

The OEM SC400 Y-pipes are hard to come by used so having an exhaust shop repair the one you have with the new muffler in place is the best bet I'd think.

...

Passing inspection... these days that can mean different things in different states. If there is a law in your area against having ANY aftermarket/modified exhaust then just go with a used OEM muffler (they last forever so long as they don't rust in winter).

If your state doesn't come down hard on you regarding aftermarket mufflers then find a Manzo/M2 dual catback system which is louder than stock (and polished stainless steel which stands out more) but not excessively so. They may or may not still be in production but they are out there.

However whether you get an aftermarket set or just a LH side replacement used OEM muffler you will still need to have an exhaust shop repair the flange section of your OEM SC400 exhaust Y-pipe just before the mufflers. Just have them match the same flange design and stud length/size as the other side which is still in good shape.
