Exclamation Help! I'm trying to solve an idle issue!

Hi ya'll! I'm finally creating a thread because I cant seem to figure out why my car idles so low.

As of now my car will struggle to turn on when warm, sometimes needing to step on the pedal to get the rpms up to normal. When in drive the cars Rpm would get as low as 500 Rpm, and when i throw it into neutral, i would need to hold the gas pedal for it to return slowly to 600-700 rpm. Its not stalling on me but def a bit concerning when the idle is so low. I've already changed the following...
- MAF
- Upstream o2 sensors
- IACV
- Spark plugs
- Coil pack
- Coil wires
- cam position sensor
- Battery
- fix ecu (maby needs more fixing??)
- cleaned throttle
- Fuel pressure seems fine did a test
- battery and alternator output is 13.6V ( seems low but from what i read seems normal)
Anyone have any ideas on what it could be? im so lost... Thank you!!!!

Heya, is this a 2j or 1U? second and this is my guess on a 1uz, have you messed with the throttle position sensor at all?

What is your coolant level? It seems out of the blue, but it's not. Make sure it's to the full line or it will fluctuate for whatever reason. This solved my idle surge problem

ive replaced the old radiator due to it being cracked, there was a coolant leak from the overflow reservoir, but that's been patched, and filled to the top with coolant
