Problems scanning obd1 engine light on 24/7

Question Problems scanning obd1 engine light on 24/7

I got a 1993 Sc300 when i put the wire in TE1 and E1 and turn it the cars battery on nothing happens. The engine light is also on 24/7. I checked all of the wires and tried the dignostic port in the footwell im guessing this is a bad ecu or problem with the cluster?

When I put the wires on the connector below, the o/d light and check engine light doesnt blink on the dash to read what codes im getting. My check engine light doesnt turn off when I disconnect the battery either.

Usually a bad connection on the diag port, try cleaning the grease out of the contacts and try again.
I am pretty sure E1 is just chassis ground, so you can try grounding Te1 and see if that helps.
If it does then someone didn't reconnect a ground somewhere on the main harness.
I would check the one at the rear of the cylinder head that connects to the firewall.

i tried using a grounded wire to TE1 and it still doesnt blink
