Default ECU Replacement Procedure

Anyone know if there's a specific new ECU program procedure I have to follow for a 95? Just replaced the ECU on mine because of bad capacitors and replaced it with a "tested" unit, but I'm getting no CEL when key is IG ON and no start, just cranking.
Is there a specific procedure other than making sure the battery is disconnected?

Tested by who? Sounds like either a defective or mismatched ECU. (Or some pins didn't seat properly when disconnecting and reconnecting.)

Nothing needs to be done ... just plug in the new ECU and give it a little time to learn your driving habits (not that I've ever noticed its behavior change).

Supposedly, the seller.
I'm going to return it because it doesn't work.
So the only thing I should have to do is plug it in with battery off, then reconnect?
If that's the only thing, then it definitely doesn't work.
Btw it is the exact same part no. and version.

Correct.

Btw it is the exact same part no. and version.
With 25-30 year old used parts, you never know for sure that what you're looking at is what it appears to be... Someone could have swapped ECU cases while servicing a bunch of them, for example.
