i thought i read somewhere that pre 95s had a clutch driven mechanical fan, which would drain a little power, but than again, that might have been for the 300

If I am not mistaken, the 96/97 has a ittle different cam that the one's before that year.

I had a 95 SC and a 92 Sc at the same time last year. I asked my friend to run with me and we did a little drag race and my 95 did pull 1 and half car length ahead... but that doesn't mean anything( I drive better )
Anyway, I have had 5 SCs now, and I can tell you, pre 98 Sc4 drives the same!!

I don't know about the 93's or 94's, but I can tell you the 92's have a hydraulically driven fan. There is a pump (like a power steering pump) that is driven by the serpentine belt. Then the pressurized fluid is sent to drive the fan by way of a hose. A "brain" somewheredecides how much of the energy in the pressurized system to apply to driving the fan depending on cooling requirements for the radiator.

I know in 1995 the LS400 received the newer 260 HP engine. It only makes sense that they would put the same, newer engine in the SC.

^^ nope, the SC's are always the last to get the added goodies. we didnt' even get HID's when they started introducing them in 98

92-95 same engine same ratings 250hp/260tq tho it has been said over and over again by jbrady and others with proof from dynos that the actual flywheel hp is more likely 230hp.

96-97 engines got the bump in compression, change in cams, and other things i can't recall right now. those engines are moreso accurate in their ratings of 260hp/270tq.

98-00 engines obviously got the vvti's and got to 290hp/300tq.

So are '95 SC400's OBD-I or OBD-II?

1995 and earlier are OBD1.

Have you personally checked? The reason why I ask is because in 1995 the LS400 was OBD-II, and whether or not the 1995 SC400 is ODB-II or not may also help show which engine it has.

You can tell by the diagnostic plug in Rectangle is OBD1. Circular is OBD11
