Default Yet another power steering pump problem...please help!

Hey guys, I have done my searching throughout the forums and am at a loss for an answer. I just replaced my power steering pump tonight, bled it and everything and it still isn't working. It doesn't make a noise or anything, it just simply won't work. So now that I know it isn't the pump, what could it be? If it was the rack and pinion, how would I be able to tell? When I look in the resevoir I can see the fluid gets foamy...what do bubbles mean? Any help would be greatly appreciated. Thanks!

............and yet another thread moved to the engine forum

Bubbles are "areation" (sp?) which means replace your rack.

bubbles doesn't mean it can only be the rack, it could also be a bad hose or something right? Has anybody had the same problem and know how to fix it ?
