Default Engine sluggish/non-responsive at start up occasionally.

About once a week when I start my 92 SC400 the engine idles roughly and won't accelerate. I turn it off and re-start it and that usually fixes it. I sometimes have to do it again. I've searched the forum but can't find the answer...maybe I used the wrong key words? Anyway, I heard that my SC has a fuel pump computer that might be causing this. My question is two-fold. How can a control unit work sporadically? Where is this located on my car? I'm hoping that this is a simple fix. Who knows?

We have an engine section, that's where this is going.

Sporadic operation USUALLY does indicate a bad fuel pump ECU.
