the cat requires a good air/fuel ratio in order for it to work properly... it's purpose is to take a stable a/f mix and convert the bad gases to better gases...
if it's too lean, there is not enough fuel to give a good reaction, there has to be the right mixture
believe it or not, making it run lean can actually cause one of the emissions results to go up...
(one of the benefits to working at a smog station, I get to play with the toys and see what happens when you do something...)
