Default Power steering Problems Help!!!

Can someone answer this,
The other day on My 97 SC300 early one morning I started my car. A loud windding sound from my power steering goin on & on.. It seem to have plenty ATF fulid in canister..
I thought it was air in system, so I did turn the steering wheel left to right until it went away, about 10min.later..
Well the loud winding sound finally went away, But the bad new, so did my soft steering wheel movenent !!! Is it still air somewhere???
So I replaced P/S pump with another part from Napa auto parts..$$$$ ouch!!

After all the time swapping these parts out, still don't have any power steering
So can anyone answer this Problem

Did you replace just the reservoir and not the pump as well?

Mine makes a loud whining noise in the morning when its really cold, but it goes away when it gets warmer. The fluid is pretty dirty so Im planning on flushing it this weekend, my P/S works fine though
