So a SAFC can not tune OBD II? So a 95 will be a better option for me correct?
Downgrade to OBDI ECU. Get an older MAF and perhaps whatever else sensors you need and viola.

That sounds good, if i didnt live in Cali. i wouldnt mind taking the turbo kit off every 2 years but the full ECU/Sensors might be a problem.

No. It won't matter if you're obd I or obd II. Try to get an OBD II SC300 so you can have it tuned better with the map-ecu. OBD I (karmen vortex cars) do not work well with map-ecu. The advantage of obd II SC300 with map-ecu is your car can be much finer tuned and have more control throughout the rpm range. If you have a 5-speed manual transmission sc300, just get a cheaper stand-alone ecu solution like the Haltech E6X. That way you won't have to fight your oem Toyota ECU.

It is a piggy back programable computer that takes control of the fuel needs of the (boosted) engine from the oem ECU. It requires the oem ECU to handle everything else.

Yep, and after reading that my comments pertain to the original MAP-ECU not the new one.
