On my RX300, I cleaned out using some carb cleaner (no seafoam sold here) the throttle body and then the rest o the intake manifold and my MPG increase by about .4

as far as DIY... air filter, air pressure in tires, don't carry too much crap in car, watch your own driving habits, drive with windows down instead of a/c (moreso for around town, on the highway, this doesn't matter as much due to aerodynamics), then... of course, your basic tune up type stuff - oil change, plugs, wires, caps, rotors
Another thing i would add to Mitsuguys suggestions, is checking your O2 sensors.

run 40psi on all your tires. switch to thin weight oil for your engine and rear end.

synthetic of course for protection.

Clean your throttle body, and clean your air sensors in the intake with Electronics Cleaner. I did it to my 4Runner and picked up 2mpg when I thought it should be doing better. Plugs/wires/Caps/Rotors/air filter would be helpful too I'm sure.

A complete tune up boosted my mpg. I was gettin' around 16-17 before and now am around 20. Makes me feel a little better... but, gas prices still suck and the "oil tycoons" are still rolling it in!

40 psi, I'm not so sure I would follow that recommendation unless you want to wear out tires prematurely and have a harsh ride...

Do make sure your tires are inflated properly, but 40 psi is a bad rule...

with the factory tire, 32 psi is typically recommended, and you won't find mileage benefits above 35 psi... lower profile tires that should be run at 35 psi may benefit a tad from 38-40 psi, but it depends on load carrying capacity and tire size...

either way, a 1mpg benefit would be nice, but it would hurt a lot worse when your tires wear out the center tread in half the time they should have...

if you think your sc is burning too much gas, put a 1jz in it and make it worth the extra gas.... my 1jz'd car got way better gas mileage than a friends stock n/a 5spd consistantly....

If it's a stock Sc3, just replace the engine with hamsters. You lose like 3 hp.

think "intake restriction"

opposite of what you want...

they claim that by "swirling" the intake air, there is a better mixture...

when, it just slows down air velocity, making less power and less mpg (at least in a modern fuel injected car like ours)
