Update,
Traced the wires for the vss into IKI and IJ1 and everything checks out fine, also swapped clusters and problem still exists. Tommorrow I plan to remove the VSS and test it per the OEM instructions, will keep you updated.

Supra Dr:
Well all the wiring was fine, so I got under the car to remove the VSS and I found out that I had to drop the trans inorder to get it out... so I was getting ready to R&I it when I decided to remove the wiring harness/plug that connects to the vss and check to see if the connection was out. Well I think this is part of the problem.
Cause I noticed that after I tinkered with the plug harness, the speedometer is working like its suppose to but it only goes buzzerk after about 100 mph, it doesn't go crazy like it use to at any speed. So I think this was part of my problem, but as soon as I get some time i'll drop the trans and do a complete test on the vss. At least now im able to get an accurate speed..up to about 100.
