I guess anybody can race bikes. I can go hop in my 16-second Acura and race a bike if I want to.

He must have some serious delusions if he thinks he's any sort of match for anything above a 250.

 

I think he's saying this guy races motorcycles against other motorcycles, and wants to race an sc400 with 22's against a stick-shift sc300.

I hope no one is dumb enough to race a car against a motorcycle........
