Default Thermostat verse Hot Air temp. at vents

In the car I am having a "problem" with the hot air blows out at 110*F. In my other car the hot air blows out of the vent at 163*F. I'm pretty sure the 110* temp is not correct. What could be causing this? (53 degree difference)

Also, another question...If a lower temp. thermostat was used that would lower the temp of the hot air correct?

Anyone? I was thinking something is going on with the heater core. I did notice there was alot of white sludge/gel build-up on the radiator cap. Maybe its prohibiting the heat output of the heater core.
