ACV = Anti-Cavitation Valve?
ACV = Air Control Valve?
I'm assuming this prevents cavitation of the fluid around the impeller.
Something along the lines of...air bubbles and causing damage to blades.
If air bubble develop around the impeller blades then the surface area is taken up by air instead of fluid.
Shooting from the hip on this one...

The air control valve allows more air to enter the intake manifold, via the rubber hose, when the valve is opened by pressure in the power steering system. Put simply, it "idles" up the engine when you turn your steering wheel to keep the RPMs at a constant level...above and beyond the ISC valve.
