Default Clutch Trouble (Master Cylinder, maybe?)

Ok, i have a 92' SC300.... this weekend i installed a ACT Stage2 clutch, now when i start it up and push in the clutch....it won't disengage.

Here is a little history on the clutch, it would slip real bad before and sometimes wouldn't shift/ go into gear.... i figured it was the clutch, which upon removal i found the stock pressure plate was FUBAR. I have bleed the clutch many times after the install, i also replaced the slave cylinder. I am thinking the master cylinder is the culprit. The pivot arm moves, but only about an inch...if that.

Any advice would be great.... TIA!

Here is the bucket..

*Edit*
The clutch ctays engaged, yes. The fork doesn't move far enough to engage it from what i can see.

When i start it in neutral, i can't shift to any gear... If i watch the slave cylinder while someone pumps the pedal, the arm/fork only moves about half the distance it needs to. I have a master cylinder on the way. It's the only thing left ....
