Failed NOx emissions 4 times!

I passed emissions today but only cuz they gave me the pity pass. If you spend over 3 bills on repairs or parts they let you by with a waiver. Therefore they didn't do a sniff test on the car so I can't report any final NOx numbers.
I'll just reset the timing until the next retest 2 years from now, but I'm still curious where the problem was exactly. The car still runs strong and mileage is the same as it ever was after 175k.
I'll use the great info I got from this thread to pass for sure next time.

A 1JZ swap will not help you pass a Smog inspection. It will definetley fail for NOX due to no EGR system and it has a Distribuless ignition system so you will not be able to play with the timing. It may also fail for a VISUAL inspection for not having the right engine size.
