Maybe, probably it is the cruise control vvti..
I haven't taken a picture yet but here is what I am talking about.
There is a cable here that my friend told me is the VVti, he once showed me on my other 1992 lexus sc300 and he revved it real high and I saw the butterfly open:

Sounds like your friend is yanking your chain. He probably told you to check your canooder valve next to your flux capacitor so you can refill your headlight fluid and re adjust your exhaust bearings.
I'm still holding out for a real detailed picture of what you are talking about. Also FYI Ali is being uber sarcastic, if you haven't noticed.

What you have circled is toyotas ACIS valve (hope i got the letters right)
yes it opens at a certain rpm to change the effective length of the intake runners to make optimal torque at a given rpm range.
If it is not operating correctly check the vacuum valves going to the it.
this has nothing to do with VVti and most people who go turbo remove it. It not working should not affect normal operation of your engine. you may notice a slightly less top end torque.

Ah now I see.
Thanks alot, Now I know it's a IACV (Intake air control valve)!!!
But yeah for sure I don't feel it! I do notice the slightly less top end torque!

Almost right, that valve is the IACV (Intake air control valve) but what you have pointed out is part of the ACIS (acoustic control induction sytsem). The valve is supposed to open at 4500 rpm with at least 60% throttle from the TPS sensor. Try hitting the throttle harder and if that doesn't do it then check for proper vacuum at the valve.

IAC Valve = Idle air control valve.
