Default Power steering frozen at idle, but eases up while revving..?

Noob question, I know, but what's the story on this new rack and pinion I just sourced? I went through all the proper bleeding procedures, but this rack is still stiff as f#%* while running not on the throttle. Even at a dead stop, as long as I'm revving, the wheel is able to turn without breaking a sweat. Am I missing a step here? is there an electronic assist I didn't plug in when I replaced the rack? Dead pump?

Thanks for the help guys.

Sounds like the pressure valve in the power steering pump is stuck open. You may have got something in the system when it was apart.
