ya i had 4 injectors that were stuck closed, swapped them out and it fired right up.

so whatever i was reading voltage wise is correct for the stock ecu

How did you find out the injectors were stuck closed...??
What kind of test or procedure should I use to determine that..?
I could use any help you can give me...thanks.

with injectors, you unplug one injector clip at a time and if the engine doesnt change its tune then thats the one to look at.
