Default Power steering help

My power steering was leaking very slightly from the hoses, and making a whining noise when started there was also a smell of burnt fluid.

I changed the hoses and fluid, It was still making the noise, and my p/s wasn't working as before.

I ordered a new p/s pump changed that, flush again, new fluid etc...and nothing it's still making noises, p/s isn't working (it's very hard to turn) and it smells still. -___-

I'm pretty lost now as to what it could be, It seems as if the p/s reservoir cap isn't suction on after being screwed on if that makes sense.

after I start my car and let it run for a minute, turn it off, open the cap there are air bubbles in the top of the p/s reservoir.

It's still making the noise when started, the p/s still isn't fully working, and there seems to be a bad smell and a tad, tad bit of white smoke coming from the exhaust. -_______________-

any ideas?
