I mean its tough. & yes the reservoir is full now... the resistance to turn the steering wheel is high, i can turn my old 84 celica supra's steering wheel with my index finger & my 87 supra turbo i can turn it with my pinky. the sc400's steering wheel is tough, i can't turn it with a finger. hope that makes sense

And it was not like that before? SC400's are big cars. Unlike celicas...

It wasnt working at all. Now it kinda is. Couple days ago I was on my way to work and the sc400 died on me. I steered with a lot of strength oviously. Then when I started it back up the steering was sooooo smooth. But it doesn't stay like that. It gets tough. If I shut off the car and turn the wheels while its off and turn it back on, the steering wheel gets smoother.

Was any of the PS fluid dripping onto the alternator? The alternator is right beneath the PS pump as you probably know, if it was leaking outside of itself as well as the vacuum lines, then maybe you toasted your alternator. Is the battery older?

Alternator is fine, it threw code 25 after a long drive. Battery is brand new since i just bought the car. but what would make the steering tough?

If you put stop leak crap in the PS steering fluid than that might have clogged up the PS pump. You might need to evacuate the system, or drain the system.
You can try bleeding the system see if that does anything. Search on the internet "lexus steering hard to turn" and a Clublexus result entitled "Steering wheels hard to turn" click that and a small DIY on draining the PS is on the first page.
