Default 1992 SC400, instrument cluster stays

on after i shut the car off. The problem first showed up as flashing headlights after the car was turned off, and the dash lights flickered simultaneously . As of yesterday, the auto retract steering wheel function stopped, and the instrument cluster stays illuminated constantly. You can turn the dash dimmer **** and dim them, but clearly some sort of something is going on. I have a set of service manuals, so I am hoping maybe someone has a clue as to where I should start? Electrical is not my strong suit. The car has 153k miles, and is in excellent condition. I have recently replaced the starter, the needles in the cluster, and had the climate control unit refurbished. Any help or advice would be greatly appreciated.

Not a common problem. You should take off the cluster and look the wires and plugs there. It seems there´s some wire touching something isn´t supposed to or not grounded as it should. The flickered cluster may be the dimmer ****, but not the steering system nor headlights.
