Default Lexus SC400 won't shift out of first gear?

Now, this isn't my car personally and I hope that doesn't violate any rules or anything but if it does I'm sorry this is my first post.

I've had my LS400 for quite some time now and I love absolutely love everything about it but I'm always in the market for a 2 door GT type car. I've found an SC400 in my area for an ABSURDLY low price and just had to call the dude and see whats up. The story goes that this car was his daily for years and was totally perfect for the longest time. Whatever. One day he decides to go exploring under the dash to disconnect the integration relay, inspect it, then put it back. After he does this he goes and takes a drive and finds a car that will not shift out of first. He blames it on the integration relay but I don't think that's it since doesn't the relay only control the lights and gauges? I'm almost 100% it's not a problem inside the tranny so what could it be? ECU?

Could be all he needs is to reset the ECU. Could have shorted something poking around back there so he should check fuses as well...

could be tps related if not mechanical or the trans itself.
