Default Overheating - after replaced 2jzge waterpump - bad clutch fan?

The original waterpump was leaking from weep hole so i replaced it with a PROTO from rockauto.com put the same coolant back in a burped the system.

My temp range from AEM serial gauge read 197f-205f when comutting to work and such.

The thermostat and radiator cap was replaced last year when motor was rebuilt. installed studs, mhg, bearings, and seals.

It is currentally 30f outside and im expecting the clutch fan to be quite loud when its this cold at startup. but its not. while filling up with gas at Shell for ****s and giggles i was able to stop the fan while engine ran with my finger tips. then looked at my gauge after holding the fan i now had a reading of 215! while holding the blade it did start to surge like it wanted to over power my fingers but i could still spin it backwards and catch it.

well the fan clutch works properly. i tried stopping it this morning. didnt happen. it is quite stiff when engine was off before start up. so now im thinking its the impeller design.

Can you spun the fan freely by hand with the motor cold, or is there some resistance.
