Default Stalling During Turns

Hey guys. I recently bought a 95 SC400 and the car has been driving fine up until this morning. I noticed that when I turn the wheel to make a turn, the car stalls for a split second, the cluster and radio go out and then the car regains power. It never completely stalls. Any ideas about what it could be?

My guess is a problem with the PS vacuum line, though I have no clue what on it.

I'm far from a mechanic but:
Does that happen when parked or just when moving? How about turning the wheel hard/fast but traveling at slow speed?
I'm just wondering if something power related is loose or if it is the PS system malfunctioning under load.

It only happens during turning at slow speeds while accelerating.
