the skinny lines are the power steering cooler (the upside down U shape ).
the small cooler radiator thing is for the hydraulic fluid. The sc400 uses a hydraulic pump setup for the cooling fan and this is the cooler.

didnt know the fan needed a cooler, all the people on ebay are calling it a transmission cooler, I guess since its meant to cool hydraulic fluid it could be used as a transmission cooler on other cars?

the people on ebay don't know what it is, if someone pulled that off a car and showed it to me I would think its a trans cooler also. But the sc400 isn't a regular car it has a very advanced hydro cooling system which uses that cooler. The transmission cooler is integrated into the radiator still.
If you could flush one out maybe you could use it as one, I wouldn't mix the fluids at all. Coolers are inexpensive though I would consider getting a good unit that is meant for transmission fluid, but It probably could work in a pinch. seems a little small though.

late but....
I finally got around to figuring out and fixing the issue....
This car sat for a long time. Like years at a time. So naturally the coolant was never changed when it was supposed to. There is this thing where if you a- don't change your coolant for years at a time and/or b- mix certain types of coolant together this thing happened where the Silicates in the coolant literally fall out of the fluid and solidify into a sand or mud like substance that doesn't flow too well through the tiny passages through the radiator. Basically I had to flush the radiator with all clr and Preston super flush and a garden house fr a few hours to get it clean. Then I filled up the engine with distilled water and another bottle of super flush and drove it around for 45 minutes then flushed that out and filled up with coolant that I'm going to flush again in a week. I will have to continue this process for several weeks until the system is clear again. Moral of the story: change your coolant once a year and never neglect your cars coolant system.
