Default Turbo problem

So I plan on putting a turbo on my 95' sc300 and I know in California the emissions are crazy, so since the sc300 has the same engine as a supra can I just get a oem turbo from a supra and just slap it on the sc300 and take it to state ref since I'm running a stock motor with stock oem turbo? Please help

Welcome to CL, please do a search and some research on all the turbo stuff.
It is very complicated to do what you are saying and a turbo from the turbo motor does not simply slap onto the non turbo motor, not even close at all. check out Khan's build thread in the build section he is replicating a full USDM gte swap and he may be doing it with his n/a block (cylinder head has to be gte for the stock twins to work easily). the other option you have is to just have a full USDM gte swap done from a supra, those are the only chances of getting it Bar'd and it should be mostly stock.
the only kind of turbo you can bolt to the non turbo motor without changing the head to a gte is usually an aftermarket single turbo and I don't think any of those are gonna get bar'd.
