Default HELP!!!Whining noise and smoke hydraulic fan motor

I have a 1996 Lexus sc400 I hear a whining noise coming from the engine bay of my car but it's not the power steering pump. I also see a lot of smoke and a burning smell coming from the radiator area. It seems like its coming from the hydraulic fan pump or motor but I'm not a 100% sure. I want to leave it running long enough to figure out where it's coming from but as soon as I start the car it gets loud really fast and smoke builds up quickly as well. I'm assuming it could be the bearing on the motor attached to the fan blade. If that is the case I'm afraid to start and leave the car running long enough to confirm that the bearing might seize and shatter everywhere. I just want to know if this common or if anyone has anyone dealt with this issue before and what's the best possible solution to figure and fix this problem.
