How to check for bad hazard or combination switch?

My hazard lights are coming on when I signal either left or right. All fuses and bulbs are good, and I tried a different flasher relay. I was thinking it could be the hazard switch, but when I pull the fuse to the hazards, the problem is still there. Does this mean the hazard switch is not the problem, or is that not safe to assume? Is it possible that the combination switch is the problem? If so, is there a way to test it to see if it is the problem?

Below you will find the wiring diagram of the turn / hazard lights which has the following parts
a) lights -> good
b) turn signal switch (combination switch) - will only be left or right circuit getting grounded for the the turn signal to be on so I doubt this is your problem since it is like an SPDT switch but you never know ... the etched circuit might have loosen and grounded into the other.
c) relay -> good since you replaced it
d) hazard switch - this is what I suspect ... internally grounded.
e) wiring - unlikely
just my $0.02

possibly ... if the internal short affects the circuitry where it can get power on the turn signal voltage supply coming from Pin 10 of the Hazard switch .
There are two voltage supplies Pin 10 for the Turn Signals and Pin 8 for the Hazard .
as mentioned , if the etched PCB for pin 4 & 3 of the Turn Signal switched have been lifted and shorted together ... that can be a reason why both left and right signals are on just like as though hazard switch is on BUT THIS IS UNLIKELY in my opinion ... though possible.
question : does the hazard switch function normally ?

sorry I missed a part on my question...
does the hazard switch work with the HAZARD fuse out ? If yes ... that will tell you if the switch is getting power through the other voltage supply which is through the turn signal voltage supply which tells you that there is an internal shortage inside the switch.

when the hazard fuse is pulled the hazard switch does not work. But signalling still activates the hazards. I should also mention that my horn has not been working recently, which is interesting because the horn and hazards are on the same fuse..
