Steering wheel 1/3 movement up& down today?

Steering wheel tilt 1/3 movement up & down today?
So the 94's SC300 auto steering wheel adj goes in and out fine, but up and down tilt just the has top 1/3 rd travel?
Makes a buzzing sound when asked to go lower? Just started today.
Easy fix? Or Armageddon? Thanks

easy fix
Turned out to be an easy fix. Brought the gear out a bit & it works fine.
Might have to replace the gear someday, but looks OK and works fine now.
Found this helpful. A bit ham handed, but it helped me out.
(Not me in the vid, found it while searching the repair) The SC's are exactly the same.....my 94 is anyway.
