1992 Lexus SC400 Low compression in one cylinder and running rich??

Default 1992 Lexus SC400 Low compression in one cylinder and running rich??

I was thinking it may be the valves. One shop confirmed low compression in one cylinder and recommended a head job. The lexus service shop recommended changing exhaust gaskets because O2 sensors could relay a code to the computer. Which would make it run rich?? Also said i have aftermarket cats that were welded on but do not sit flush. So i did the manifold gaskets which they grilled me for $723. My car is only running off maybe a third of the normal power... I have raced mustangs camaros u name it. Now i cant even spin tires? What does this sound like?Please any recommendations would be appreciated!!!! SC4LIFE 💪
