Default Accssing Cabin Air Filter

I have a 2002 SC 430. I have watched videos and read posts about changing the cabin air filter.
The videos imply you screw the glove box retaining screws (plastic) all the way out.
But someone posted that you turn them a quarter and then pull them out.
Either way I am having a hard time getting these screws out and do not want to damage anything.
Is there a trick to this? I have used pliers to twist these very stubborn screws but have yet to get them to come out.
They appear to loosen and then stop turning and I don't want to force them.
So I am wondering if the "pull them out" comment is the correct one.
