Tail lights not working

Hey everyone, I have a 92 gte swapped sc400, and recently got pulled over for tails being out. All other lights such as headlights, brake, and turns function fine.
I have changed bulbs, temporarily bypassed the lamp failure sensor, with no change. The fuse is good, but when I checked it with a test light, it’s not getting power. The relay is not clicking, and I swapped it with the two other relays that work, it still doesn’t click.
The test light shows that the relay sockets #2, and #5 have power with key on, so I’m a little stumped.
Any help as to where to go from here is greatly appreciated.
