I'm pretty sure there's nothing available that's CARB exempt, it that will matter. For those of us in CA, there's pretty much little to no upgrades that would pass. Heck, not even sure a BFI mod to the airbox would pass anymore...

Yeah I’m in Northern California & from the little that I’ve found if installed I’d definitely have to get a *Special* shop to pass it.... I can’t even find CAI for my car....

^^ There are NO aftermarket header options with CARB E.O. numbers for any of the 1UZ-FE engines. Sorry to say you are not going to have any luck there. However you have the most powerful SC400 with 290hp/300tq stock plus an A650E 5-speed! Toyota squeezed out a lot more power in those final three model years with their own headers and engine updates.
If it is sound that you want you have plenty of options out there for the exhaust. Just mind the new CA/CHP interpretation of loud exhausts-- they can ticket you quite easily for that now.
As for a CAI I don't think there is much available there either. The early SC300's have an Injen CAI that is Cali legal as well as a CA legal K&N cone filter that bolts to the 92-97 MAF assembly. But for SC400's let alone the 98-00's I think a K&N drop-in filter may be your only legal option.
You've got a beautiful SC there, Jusvick! It's the most powerful factory model they made. Depending on your tastes three things that you can focus on that won't affect smog are the suspension, brakes and of course the rear diff so long as you keep the 3.26:1 ratio the same.
