Sc400 pressure regulator--what for?

Hello
Why lexus has two control elements -fuel pump ECU and fuel pressure regulator? I know fuel pump control fuel intensity, but why additional regulator is used (hydraulicy one)?

Fuel pump ECU controls how much voltage is sent to the fuel pump under certain conditions. The fuel pump regulator physically regulates pressure in the fuel rail to keep it consistent at all times.
