Default Having a hard time trouble shooting fuel pump issues.

Hey there, I have a 92 sc400 that stopped working one morning (cranks won't start) and it looks like a fuel issue. I took out the back seats and now I'm trying to test for voltage on the fuel pump. I'm able to access the white ground wire but there is a rubber cover on the blue and black power wire so no where to connect the test lead to my multimeter. I've checked the forums on the same issues I'm having and no one has covered how to actually test the fuel pump. I tried testing to no avail.
p.s. this is my first car and I am a total noob when it comes to these things.Any help is appreciated.

Positive wire I believe is on the right

Try slipping the tip of the test lead down inside the heatshrink cover to make the connection or stab that sucker in the middle of the bullseye. If your worried about corrosion a dab of RTV will suffice.
