John, I do know that the Dodge Neon turbo has a water injection feature on their intercooler. There's a hose on each side of the intercooler that sprays water with a push of a button.
I would imagine that a NOS intercooler setup would be more productive in cooling intake air temp. They have kits available that mount to the intercooler.
Years ago I had a buddy who had a turbo Integra that had his windshield washer hose routed to his intercooler. Worked pretty well too...

you're talking about actual injection and now an intercooler cooler right?

I had water injection on my supra that was pushing 474 bhp out of stock turbos. All I can tell you on this issue is the closer to the det line you run the more benefit you will get from WI. The water injection itself won't really get you any significant power increase. What it can do is allow you to run your boost higher than without it on the same grade of fuel. Using higher grades of fuel will have the same effect as using water injection but is very expensive long term if you have permanent tuning options.
So in short up your boost to the point that you need higher octane fuel at max chat then water injection will help. Otherwise it will just assist in keeping down engine temps.

I had it on my 1JZ SC. It is not a power enhancer as stated above. You can turn the boost up, the only draw back is that it is mechanical, and it can fail. I have seen a couple of instances where either the pump fails, or something shorts and the engine goes kaboom. Not the best upgrade IMO.
