I dont think the HKS SCD would solve the problem because the cars in Japan have a 65mph cruise control cap.
I've heard that soarer owners were able to do a "Cruise Control Delimit" Mod that solved the problem. But havent heard of any for the aristo.
**This is just based on what i've heard and may not be accurate**
EDIT: Found a link that shows hey they were delimiting the cruise control of a Soarer.
