I didn't say that I thought it WOULD reduce power. I said that it MIGHT.
My previous car was an S2000, with has a single cat AND much higher HP / liter than the 2IS. It didn't respond well at all to "high flow" cats unless it was FI. People that replaced their cats with straight pipes got zero gains, and people that installed high flow cats lost power (unless they REALLY needed the higher flow due to FI).
Car manufacturers have gotten REALLY good at designing intakes and exhausts for optimal efficiency and sound. I believe that they do intentionally sacrifice power to reduce sound, but they don't skimp where efficiency or emissions are concerned (the area you are talking about). I'm very confident that Toyota did a great job designing the cats for the stock flow characteristics, and you won't change those flow characteristics significantly unless you go FI.

I agree with you fully but you will never know unless you give it a try.

BTW, The IS has "shocks" not "struts". You should update your sig to say "LMS Front Shock Tower Bar (Black)", not "LMS Front Strut Bar (Black)".

Doesn't anyone have the HKS exhaust that Lexus supposedly offered with the late 2006 models? I never hear talk about this exhaust. It is all about the Tanabe (which is not a full exhaust system) and the LMS? I thought HKS was a upper end brand too? Any comments. . .
