Throttle Body Plate Jammed?

Throttle Body Plate Jammed?
hey guys, the other day i was cleaning my intake manifold, and my throttle body "plate" doesnt open all the way when move the throttle body cable all the way back. is that how its made? or is it computer programed?

This is controlled by an electric motor and that is the reason it wont open fully.
The reason that it opens a little bit is for safety reasons in case the electric throttle fails(and they do!!!LOL). You can still use a screwdriver to open it fully to clean it. Hope this helps Allen
