Default make an '04 faster

What can be done without a turbo installation for the least amount of money?

nothing. Modding any car isn't about any one thing. It's about stacking the mods together to get it to do what you want. A cold air intake won't do much until you add the exhaust system. And those together won't do much until you put on a header. and even then you will only shift the torque and hp around until you get na tuned. Then you'll see all the mods working together and then you'll feel your dollars at work. So, unless your commited to some goals, just keep it stock.
If you really want to push this, then just get a high flow air filter. You won't be any faster, but it's cheap and may make you feel like you accomplished something.

You can't cut corners if you want something done right and reliable. Especially on a turbo, otherwise, you will end up paying more in the end with damages and repairs. Simply put, you gotta pay to play.

The true question is, how much faster r u trying to go??? I owned a 02 IS300 for 4yrs & did alot of mods with no turbo & it was faster than a stock IS, but it wasn’t cheap, I think after 4yrs of owning it I sunk $12K-$16K between all parts & labor, with the rims & tires being the most expensive about $4.5K
Here is a taste of what I did, if memory serves me correct. . . SRT intake(the best for an IS300, comes with a air flow chip), Greddy Evo cat back, Toyomoto headers with no catalytic converter, & UNORTHODOX pulleys(all 4 of them), short shifter(yes I had the 5sp) & as far as engine work I think thats it, if you wanna know more or everything I did hit me up & ill be glad 2 help!!! for your viewing pleasure here is my old IS3

Bad idea. The drive by wire that the IS has pretty much negates this idea. It is far to easy to forget to disable the traction control which cuts power to the tranny and rear end. The nitrous will not know that the power has been cut and you will eventually damage the motor(provided you forget to disable the traction control).

This is a hot setup, very clean. What is the amount of HP that you were able to get out of the pulleys? I am looking to get these but have no answer on the power benefit.

Honestly I never took the car to the Dyno after I did the pulleys or before I sold it, so I couldn’t give you exact #'s on everything, but when racing my boys IS3 @ that time, & this kids BMW 330ci, I would always pull steadily away from them every time!!!
