Do yo know what his gains were? In my experience, not an expert but also not a noob, intake/exhaust gains are usually small. They help the engine rev better, but I seem them more as a pice of the "more power" puzzle than the whole thing. In NA cars though your options are somewhat limited.---Well, depending on how much you want to spend.

I guess it all comes from perspective. I had about $6K in mods to my audi, so ~$1500 was not too much. besides most of my gains came from other places.
