you just need to hammer out the old tip.

the new tip, depends on what you get, could either be welded or bolted on.

The factory tips can are bolted on, but new tips are usually welded on, not bolted (plus welding is more solid and looks cleaner). If you can find some tips that you like that are the same length as the stock tip, then it'll be bolt off/bolt on job.

I guess you have to remove the muffler to cut the stock exhaust tips

I personally took off the tips on my 99 GS400 and put on 01+ tips. The factory tips are neither bolted nor welded on. They are simply held in place by a pressure clip on the inside of the tip. If you look inside the tip, you will see the exhaust pipe. Between the exhaust pipe and the tip is the pressure fitting. It's actually a part of the tip (i.e., as if the tip has an inner sleeve to it). You simply need to put a flathead screwdriver between the inner sleeve of the tip and the exhaust pipe and work your way around the exhaust pipe until you've loosened the pressure that the inner sleeve is putting on the exhaust tip. It's hard to explain in words, but if you take a look inside the tip, you'll see what I'm talking about.

Thanks for sharing E. I wouldn't mind replacing the stock exhaust tips with something newer but nothing too big. I'll give it a look tomorrow.
