would you consider electric superchargers?

If you are looking at electric it would be cheaper and you would get more of a gain by connecting a leaf blower to your intake.
Otherwise DON'T DO IT!!
They don't build any boost.

I have no idea about the from scratch deal.
I can tell you about buying a used RMM Supercharger.
The used price whice I'm sure can vary was around $4000
Install was another $1000
Tuning was $600 with a SAFC2 which I have since replaced with an
HKS F-Con V-Pro and more tuning at a staggering price
I also did a valve body job on the tranny to make the shifts quicker about another $600
As you can see the costs are a lot. In excess of $6000
If you go with the HKS F-Con V-Pro, which I would recomend you would increase your cost a bunch
But the fun is extreme
I've got around 360 RWHP
and about 307lbs of trq
zero-60 is about 4.5 seconds
I've also got the torque converter and the 3.76 LSD
If I was to be limited to one thing I would get the 3.76 LSD.
An amazing addition. It adds quickness and loads of fun going around corners
just my 2 cents

I think you would be looking around 6-7K for the complete setup and tune! I know a shop that is in the process of making them and they tell me at about 8lbs of boost it should make 400rwhp! that should get you under 13 in the qtr mile!
