You have to pay if that's what you mean... $15 for 2 days, $75 for 1 month, $400 for 1 year.
If you have a techstream tool to access the ECU and such it's more (and you get access to stuff relevant to that) but if you have a techstream you probably already have access to TIS
)
Given the scope of the project I'd probably pay the $15... read as much as you can... then if you still think it's practical pay the $400 because you ain't gonna be done in under a month.

I think it's physically possible to do...
I just think that it will involve quite a bit of, er, dynamic troubleshooting... because you might well run into problems nobody else has seen and can't really help you with (ie if say some really obscure computer controller somewhere in the car differs from 250 to 350 and causes some bizarre problem for you... you could invest a lot of time and effort tracking it down.
If I were going to do this I'd want to start with an 09 250 (to avoid lack of VDIM issues), and I'd swap at least the engine, transmission, rear diff, and all relevant wiring and computers. to all of those.
First thing honestly I'd suggest though is get the 2-day subscription to TIS, and try and spend as much time as possible there figuring out what (if any) other differences there are in computers/wiring/sensors between the two cars.
The mechanical swap won't be too hard... figuring out why you're getting weird electronic/computer behavior after the fact will be if you miss something.
If it's just a case of waiting a few months for the 350 to come out there I'd just wait. But if it's a case of the 350 is some insanely stupid amount of money more I can see trying it.
IMHO "insanely stupid amount of money more" would need to be at least $20,000-30,000 given the likely time/money/effort the swap would take.

the IS350 is coming but not at a cheap price
around 100k brand new
my car is a 2006 sports model worth around 40K atm 74K new
100K i can get a 2nd had ISF with around 20K on the clock
in either way buying a new is350 is just not worth it and they are getting relased from this year only so 2nd had option is just a big no
Another option i have is to get the 2006 Sports luxury model which came with VDIM so in all wer are looking at 60K price diff and for me to get a new is350 i rather a used isf

I know the traction system has its own ECU (this part is different on 06 and 07 models in the US for example, and is why you have to do the pedal dance on an 06 to disable TC/VSC but not on an 07+) but I'm not sure if this differs between VDIM and non-VDIM models... I'd be a little surprised if there's not an ECU difference between the two though given most of what VDIM is a coordination of several other systems.

is looking into it
he says it might be the case where the vdim is locked on the non vdim models
so if the vdim codes can be locked then the 350 ecu will not be a problem without the presence of vdim
