Hey guys i have a 98gs400 just hit 100k miles and the car has been kept like a baby since 98. I lowered the car years ago with with some bilsteins have a set of Zenetti rims staggered 19"s... put a Swift Racing air intake with ecu now the big questions
i want to replace the headers and exhaust have been thinking of the sns headers and a borla exhaust??
Also would love to know of a trusted place that i can take the car so that it can be done right and properly tuned...
Also will changing out the fuel filter help?

Since you only have the SRT Intake and ECU chip I don't think you'll be able to tune it. Unless you have an AFC like the Apexi Neo or something.
The fuel filter are suppose to last for the "lifetime" of the car accordingly to Lexus. But you can change it if you want but the other thing with that is the fuel filter is located inside the fuel tank.
Are you trying to add a few ponies?

This is the first I have heard for needing o2 sims with S&S headers. Maybe you do on the gs300 but I dont believe you do on the 4. Someone correct me if im wrong. You can pretty much get anyone to install them who is willing to do the job (pita) . Havent heard of any emissions problems with them either.
