Any reasons why you would want to get rid of the cats? In California, you get inspection notices after 6 years, and while it may not be the same in Connecticut, you may be in trouble inspection wise since it looks pretty obvious that something was wielded off. Also, no offense, but buying a "racing exhaust" and removing the cats for an IS 250 seems sort of odd, but with or without the cats, you'd still get a pretty good growl compared to the stock exhaust.

Your car has 4 cats first off...
None of them need to be touched for an axle-back exhaust.
Removing the rear ones and going with a midpipe will net you about 1-2 hp for a couple hundred bucks, and make the car illegal in all 50 states.
(removing the front ones cause even bigger issues, besides being illegal you'll need to fiddle around with the O2 sensors in hopes of avoiding a check engine light)

Take the resonator off first and see how you like it, thats how I had my hks without the resonator and it sounded beautiful, some people say it was to loud but not for me nor any drone. As soon as you remove the secondary cats it gets louder, raspier, and you will notice a drone, but it it will probably sound nice!! lol
