Improve Cold Weather Start Up

I'm in Cincinnati and a couple of days it has gotten to be around 10 degrees out. On these days the car takes a bit longer to start. When it has started it up it is extremely sluggish and I have to give it a lot of gas to get it to move. It is also extremely hard to turn at first when it is cold, as if there is no power steering. I'm doing a general tune up this summer such as new Spark Plugs. I also think I will replace the Power Steering Fluid. Do you guys recommend anything else to make it so a GS 400 will run smoother in the winter.

theres no real cure for things like that unless you park indoors or use a "block heater" for your engine. you can use a lighter weight engine oil which can help a bit.
if anything a remote starter can warm up the vehicle for you ahead of time which might mentally decrease the time since youre still indoors and not waiting for it inside the car.

question are you starting your vehicle cold then driving off cause at those temp the oil viscosity is slow and needs time to warm up not so much the engine oil cause that is already starting to get warm as soon as the engine fire but the transmission fluids need a little more time and that can also take in to factor the sluggishness your referring to . maybe
